Position
The Cherokee National Forest is preparing to fill a vacant Landscape Architect GS-0807-09/11 position. This is a permanent, full-time position located with North Zone Engineering at the Watauga Ranger Station in Unicoi, TN.
This position will perform work related to land use planning, recreation management, site design,
construction contract development and implementation, interdisciplinary team work and scenery
management.
Qualifications include knowledge of landscape architectural concepts and principles; a practical
knowledge of conventional methods and practices sufficient to perform landscape planning and design
work; familiarity with related disciplines such as environmental or civil engineering and natural
resources management; and the ability to work well with people.
Duty Station
The Cherokee National Forest is located in the Southern Appalachian Mountains of east Tennessee and
encompasses nearly 650,000 acres. It is divided into north and south sections by the Great Smoky
Mountains National Park and adjoined by national forests in Georgia, North Carolina and Virginia.
The duty station primarily serves the north section of the national forest and is currently located in
Unicoi, TN. There are plans to construct a new ranger station south of Watauga Lake off US Highway
321 and relocate North Zone Engineering to the new facility in 2-5 years. The closest communities
would be Hampton, TN and Elizabethton, TN.
The forest recreation program features opportunities for sightseeing, trails, water-based adventure,
camping and fish & wildlife related activities. There are approximately 30 developed campgrounds;
45 day-use sites; 11 designated Wildernesses (totaling nearly 67,000 acres); nearly 700 miles of
single and multiple-use trails including 150 miles of the Appalachian National Scenic Trail; 2
nationally designated scenic byways; 3 large lakes managed by the Tennessee Valley Authority; 7
whitewater rivers with classified rapids and more than 500 miles of cold water streams. The entire
national forest is managed cooperatively as a state wildlife management area with Tennessee Wildlife

Community
Interstates 26 and 81 and US Highway 321 connect Unicoi, Elizabethton and Hampton, TN to the “Tri-Cities” region of Tennessee. The greater metropolitan areas of Johnson City, Kingsport and Bristol were recognized together in 1999 as “All-American Cities” for their success in regional cooperation, economic development and quality of life. There are a number of hospitals in the area, including a medical center at East Tennessee State University and a Veterans Administration Hospital. There are a number of elementary, middle/junior high schools and senior high schools. There are also several private and community colleges in the Tri-Cities region. A large number of churches encompass a wide variety of denominations and faiths. Banking needs are met by the full range of regional and national banks and federal credit unions.
East Tennessee has four distinct seasons with snowfall in higher elevations. Outdoor recreation
opportunities include state and local parks, golf courses, swimming pools, tennis courts, TVA Lakes
and of course, camping, hiking, hunting, fishing and whitewater rafting in the national forest.
There are also a number of museums, historic sites, cinemas and live theatres in the Tri-Cities.
Bristol Motor Speedway is known for its nationally-recognized NASCAR events. The nearest commercial
airport is Tri-Cities Airport, a thirty minute drive from Unicoi. There is no state income tax in
Tennessee.

Community Revitalization Program Director
The Community Revitalization Program is a five-year grantmaking program capitalized by a $25 million fund. The Community Revitalization Program Director will lead the program which is designed to increase the stock and availability of affordable housing, create mixed-income communities, and build a system that will spur the development of affordable housing throughout the City of New Orleans. The Program Director will not be a passive grantmaker. S/he will be innovative and initiate activities and partnerships that result in a stronger community development sector and the delivery of the best in affordable housing ideas, policies and practices to the city.
The Program Director will head the Community Revitalization Program and be responsible for working with the 15+ local and national foundations that have collaborated to create the Community Revitalization Fund. With the Community Revitalization Program Officer, s/he will be responsible for all reporting to the fund donors and will manage the team that will be performing an evaluation of the program.
S/he and the Program Officer will review and respond to grant requests as well as initiate grant opportunities, perform all due diligence and make recommendations to the grants committee for funding. S/he will review all grantee reports and make mid-course corrections as necessary.
The Program Director will also be responsible for maintaining an extensive network of relationships with elected officials, city and state agency staff, policy experts and practioners who can inform GNOF’s grantmaking strategies. S/he will be expected to monitor important federal and local legislation that is pertinent to the recovery of the city, as well as market changes and demographic shifts.
The Program Director will report directly to a Senior Program Director or VP of Programs and will supervise a Program Officer and a Program Assistant.
Qualifications
This is a senior level position. Applicants should have significant experience and a track record of accomplishments in the field of community development. Preference will be given to candidates with significant knowledge of, and experience in, affordable housing finance, housing development, and/or community revitalization policy analysis. Scope of Responsibilities:
This is Professional Landscape Architecture position of an administrative and technical nature. Work involves responsibility for furnishing professional Landscape Architectural/Urban Design

multiple use facilities and additions or improvements to existing facilities. 2. Prepares,
manages and implements urban forestry programs, projects and grants including, but not
limited to, service to the Kenner Tree Board. 3. Reviews and makes recommendations with
respect to landscape plans related to building permits, major subdivisions and Planned Unit
Developments. 4. May assist professional engineers in engineering design projects as provided
by LSA R.S. 3:3808. 5. Manages design contracts with professional consultants. This includes
writing the final construction plans, monitoring work schedules, reviewing and approving
requests for payment. Represents the agency on construction inspections and acceptance of
work. 6. When necessary, manage and supervise construction projects. 7. Participates in the
planning function of the City Planning Department in data collection, analysis, plan
formulation, zoning and subdivision case processing and implementation of a variety of other
city planning activities. 8. Gives technical Urban Design advice to the Director; confers
with the Director and other divisions to resolve planning issues; provides technical
assistance to the City Planning Commission and other boards and agencies involved with the
planning function. 9. Reviews elements of the master or sub-level plans prepared by staff,
consultants or other departments or agencies; confers with interested parties; makes City
planning and Urban Design recommendations. 10. Prepares and presents to the general public
information and programs designed for further understanding of the planning process and the
planning issues faced by the community. Answers inquiries from the general public and other
city departments regarding a variety of planning issues. 11. Represents the City Planning
Department at planning hearings, public meetings and at conferences with public and private

Work Environment/Hours Worked:
The Landscape Architect I is required to work in an office type setting, climate controlled
environment. Frequent field work requiring use of a motor vehicle is required to collect and
verify land use and other planning data. Working 5 days a week, 8:30AM to 4:30PM, including
two 15 minute breaks and 1 hour lunch as approved by the Director. Must be available for monthly night meetings and other type meetings that may be held after work hours.
Communication Skills:
Must be able to communicate in English both orally and in writing. Spanish as a second
language is a plus. Must have the ability to accurately give and receive information via
telecommunication system.
Equipment Used:
Proficiency in Microsoft applications, Adobe Photoshop and AutoCAD applications is mandatory.
Proficiency in the use of Arc View GIS and Arc Edit GIS Applications is desirable.

I am looking for a student who is motivated to learn. The responsibilities will be planning,
design and drafting. In my small office environment, I always let students do design work on
projects. No just running prints and filing here, I want them to experience the small design
office environment and add to their portfolio in the process. They will perform field work,
develop base plans and assist me in planning and design. Students with particular talents in
photoshop will help develop presentation drawings, etc... therefore, ACAD and photoshop
experience is a must.
Salary is usually based on talent, experience and the willingness to learn. I always tell
them they are here to learn and not get rich over the Summer. I usually pay between
$ 8-10/Hr. Students who prove themselves worthy have been known to earn a raise in their pay
